Union Minister and top BJP leader Piyush Goyal was appointed head of the chamber in Rajya Sabha on Tuesday, filling the post left vacant by Thaawarchand Gehlot, who is now the governor of Karnataka.
Announcing the appointment, Union Parliamentary Affairs Minister Pralhad Joshi tweeted: âCongratulations to @PiyushGoyal ji for being appointed House Leader to Rajya Sabha. He was given a key responsibility by PM @NarendraModi ji. I wish him continued vigor in the service of the nation.

Goyal, who is a member of the Rajya Sabha of Maharashtra, is also in charge of several key ministries, including trade and industry, consumption, food and public distribution, and textiles. He was Deputy Head of the Rajya Sabha when Gehlot was Head of the House.
According to the practice and procedure of Rajya Sabha, “the House leader is an important parliamentary official who exercises direct influence over the course of parliamentary business.” The post is growing in importance as the BJP does not enjoy a clear majority in Rajya Sabha and the House leader is expected to ensure effective coordination between the leaders when discussing and passing crucial bills .
With his elevation, Goyal is expected to play a key role in ensuring the proper functioning of the House, better coordination with all parties, especially those in the opposition. He will have his job to do for the monsoon session of Parliament which begins on July 19, with the opposition set to attack the government on issues of rising prices and the alleged mismanagement of the Covid crisis.
Goyal’s rise to the BJP since 2014 shows the growing confidence that the party’s senior leadership has in him.
Former BJP treasurer during the tenure of Rajnath Singh and Amit Shah, Goyal was inducted as Minister of State with independent office in 2014 after Narendra Modi was sworn in as Prime Minister. Later, he was not only elevated to the rank of Cabinet, but was also invited to fill whenever there was a temporary vacancy in crucial ministries, including the Ministry of Finance.
Last year, when the BJP government came under fire for the farmers’ protests, Goyal was one of the leaders appointed by the government to initiate talks with the agitated farmers. Although Goyal’s appointment was initially criticized by protesters, he gradually gained their trust, BJP sources said.
For the past two years, when the BJP lacked a clear majority in the upper house, Goyal has been active in the party’s efforts to negotiate with members of the opposition who are not aligned with Congress. and supporters of closure like the BJD, AIADMK and YSRCP when controversial laws were passed, such as the passage of the Triple Talaq Bill, the Citizenship (Amendment) Bill and the removal of the article 370.
